                     BOARD OF EDUCATION                           
Regular Board Meeting – January 13, 2010

CALL TO ORDER
The meeting was called to order by President Rick Wetzel at 7:01 p.m. with the following members present: Bill Blackburn, Rob Hunt, Archie Neil, Amy Nieman, and Mr. Wetzel.

APPROVAL OF AGENDA
MOTION Blackburn, second Nieman, to approve the agenda as presented.  MOTION CARRIED; Voting Aye – Blackburn, Hunt, Neil, Nieman, Wetzel.

HIGH SCHOOL STUCO REPORT
The STUCO Executive Treasurer reported STUCO will be collecting shoes, clothing, and money for the Haiti earthquake relief effort; Spirit Week will be held the week of March 8th with a dance on Saturday; Global Awareness Week will be held in April.

ACTIVITIES DIRECTOR REPORT
Middle School Principal John Jamison reported high school boys and girls basketball have just started league play; wrestling starting league duals; middle school girls basketball had their first game last Wednesday; wrestling begins February 1st; forensics doing extremely well and their home tournament will be held on January 23, 2010.

CONVERSATION ON ENERGY AUDIT PROJECT
Board President Rick Wetzel opened the conversation with a summary of the project.  Honeywell did an entire audit of our district and reported back to the Board of Education items that need to be replaced now and a list of items that need to be replaced soon.  Honeywell received bids and submitted to the board the projected costs to replace and/or repair the recommended items.

Comments/Questions/Suggestions:  These are capital projects without taking dollars out of our budget; Honeywell is 1 or 13 total companies that are registered in the State of Colorado by the Governor’s Energy Office; this would be a lease-funding program; concern that proposed legislation could change this program probably need to make decisions very soon; in the state of our current economy is this the best use of dollars; could we get bids from local contractors; should we get another bid from the other companies that are also registered in the state; need to create a district strategic plan; we need to be proactive not reactive; due diligence to get a second bid; on the lighting project couldn’t we get a qualified electrician to bid; BEST Grant Workshop being held on January 20th at 1:00 p.m. in Castle Rock – need to check out the criteria to see if we might qualify for grant dollars.

After discussion, it was determined to have Superintendent Arseneau contact Joel Israel, Director of the Governor’s Energy Office, to get the project management fees on file for each of the 13 registered companies and report findings to board in a future meeting.

STATE FUNDING SHORTFALLS
Superintendent Arseneau updated the Board of Education on the anticipated impact of the predicted state funding shortfalls.  This year’s district rescission is currently projected to be $446,520.27 (2.31%) up from the original estimate of $372,999.47 (1.93%).  If the state rescinds at the 2.31%, there will still be a $443 million state shortfall.  The exact dollar figure will most likely not be known until May.  In the meantime, we are being proactive and have begun looking at our district staff allocations by building and creating an ala carte list; will be meeting with Durham School Services to gather transportation proposals; committees will be set up to create a priority list with recommendations/input from parents, teachers, administration, and DAC. 

MEETING NOTICE RESOLUTION
Board President Rick Wetzel presented a resolution regarding the official posting of meeting notices (Addendum A).  All public notice of meetings for the Board of Education of the Woodland Park School District Re-2 will be on the bulletin board in the entryway of the Administration Building at 211 North Baldwin Street, Woodland Park, Colorado.  MOTION Neil, second Nieman, to accept the resolution as presented.  MOTION CARRIED; Voting Aye – Blackburn, Hunt, Neil, Nieman, Wetzel.

2009-10 REVISED BUDGET APPROPRIATION RESOLUTION
MOTION Hunt, second Blackburn, to approve the 2009-10 Revised Budget Appropriation Resolution as presented (Addendum B).  MOTION CARRIED; Voting Aye – Blackburn, Hunt, Neil, Nieman, Wetzel.

SPECIFIC BUDGET RESOLUTION #1
MOTION Nieman, second Blackburn, to table and discuss in a future work session.  MOTION CARRIED; Voting Aye - Blackburn, Hunt, Neil, Nieman, Wetzel.

WPEA REPORT
WPEA member Lois DeVaux reported 5 new members have joined WPEA; thanked Superintendent Arseneau for meeting with WPEA to discuss and explain the state budget shortfalls and how that may impact our district.  Mrs. DeVaux shared it is evident that this district wants to preserve and protect our classrooms.

SUPERINTENDENT’S REPORT
Superintendent Arseneau recognized and thanked Cat Prater and the WELCO team for putting on this year’s “Biggest Loser” contest.  This contest is open to staff and community. Best of luck to all!
 
Superintendent Arseneau reviewed dates for the board to mark on their calendars: WPSD Tech Fair, Tuesday, January 19 beginning at 12:30 p.m. in the High School; Superintendent Interview Committee – Saturday and Sunday, January 23 and 24 at 7:45 a.m. at Central Office; DAC School Presentations and School Board Work Session, Wednesday, January 27 at 5:00 p.m. in the high school library; DAC meeting, Tuesday, February 9 at 5:30 p.m. in the board room; School Board Meeting – Wednesday, February 10 at 7:00 p.m. in the board room.

Superintendent Arseneau distributed a letter from CDE announcing that Woodland Park School District earned an accreditation category of Accredited.  CDE looked at three accreditation elements.  We received “Accredited” status in Student Growth Over Time and Achievement and Postsecondary Readiness.  In the element, Achievement Gaps, we received “Accredited with Distinction.”

Superintendent Arseneau reported to the Board of Education that a total of 108 students are enrolled in Home-Based Education Programs. 

BOARD OF EDUCATION REPORT
Director Archie Neil invited board members to attend a dinner Thursday, January 14th at Pikes Peak BOCES where board members will have an opportunity to have discussions with board members from other districts. 

Mr. Neil also shared after reviewing what is currently going on with Cap for Kids our district is right on track.
